"Acid rain" caused the US and Canada to pass laws requiring coal-electric plants to treat their exhaust. The population has almost doubled since the 1960's, but even Al Gore isn't complaining about acid rain any more.
A while back India had a program that provided free vasectomies after the first child if you wanted (you could even have a couple more, before you got clipped) People who were so poverty stricken that they were born in the gutter, lived and died in the gutter as illiterate beggars, continued having as many children as they could produce.
They believe in reincarnation, and while they are alive, they know that half their children will die before them. "If they had only one child, who would provide for them when they were old"? (they asked) Economic corruption and a lingering two-class system that actively prevents a middle class developing keeps 90% of them illiterate and poverty stricken, to the benefit of the 10% of the elites.
China is just the wild west. The communists have discovered capitalism without limits like the US in the 1800's. Their "one child per family" policy meant that female fetuses discovered by amniocenticis are aborted so the first child is male. Subsequent children are born in the country "on vacation" away from government eyes. Too many kids, and males outnumber females 2:1
Whats this got to do with water? China/India are still producing babies at a ridiculous rate, they are burning oil/coal as fast as they can, and they are polluting the air/water the same way a drunk sailor spends money (a subject about which I have personal experience).
I'm glad our new cars burn gasoline much cleaner, and we arrest company executives that dump chemical waste into the water table. But saying the USA is the problem in the world today is like telling a really fat person they can lose weight by getting a haircut and clipping their fingernails.
If we all here in the US start driving electric cars tomorrow, India, China, and Russia will buy every damn barrel of oil the Saudis (and Iran) pump, and they will burn it as fast as they can.
We need vehicles for the separation of work. Food is grown on farms, people live in cities. This will continue even with mass transportation (busses).
What the US can do (but won't) is seriously subsidize research for a dozen different alternative vehicle options. They can use the Post Office and the Military. If a military/post office jeep can double its range by adding water to a hydroxy cell, wouldnt that be good? but water can't be taxed. Diesels can use vegetable oil, look for the government to squash that instead of encouraging it. Ethanol (Moonshine) is strictly controlled by the feds, but its just too easy to make in your backyard. (PS Biodiesel and ethanol engines can double their mileage with a hydroxy cell, wanna go to prison?)
Clean water is going to get expensive, get used to the idea. But long before the rising salinity of the ocean begins causing problems, the fecal extrusions will have already hit the spinning air distribution device, and the byproduct will not be evenly distributed.
