There is nothing connected to the middle plates.
They must not have inter-connections between them.

So please consider this, you probably wont get awesome results if there
are holes left open in all your plates. They need to seal electrolyte within
each small section [ well almost seal - a tiny leakage is nice , helps level
the liquid ].

The plates are just dividing up the total voltage.
With this design you must use a Catalyst " such as Red Devil Lye ".
I have found the best one to use is Potassium Hydroxide. [ Lye ]
But this may be hard to get. The other One is Sodium Hydroxide - this
I believe is in the Red Devil lye.
There are certain concentrations that work best. Like 28 % Pot Hydroxide,
or 26 % ?? Sodium Hydroxide [ forgot this value ].
In the best distilled water you can buy [ or make ].

The confusion you may be expieriencing is that most ppl around here associate serries as isolated and paraelle as flooded. (include'n me) but probably needs to be addressed for future clarification.

Try making gap wider. Yes PWM will work, but will need to be pretty hefty
I mean big current to handle your current set up.

travel.
If you have 12 V connected to plate+ | then space | space | space |
etc till | 0 V. you may think that this is splitting up the voltage
to say 2 Volts across each plate.
You probably are getting 12 Volt potential pushing the current straight
from the 12 V plate to the 0 V plate because you do not have any barrier
to stop this from occurring.
[ I may be wrong , you can correct me if so ]
To get a true series Cell you can not allow leakage of current passed
any of the middle plates.
That means the middle plates need to be sealed around their edges
and bottoms.
If you had just 2 Volts across the plates , I doubt you would get this
kind of reaction. You will get conduction through Tap water [ due
to all the impurities in it ] but proper distilled water should not conduct.
