Legality of EFIE

Since the oxygen sensor only tells the ECU to lean out or richen the gasoline input, is it considered an alteration of emissions system? I understood this to be something along the lines of a catalytic converter, not an oxygen sensor.

I believe that because the sensor itself still operates as originally designed, the EFIE is perfectly legal. If that weren't the case, then flashing the ECU to a different program would also be illegal. So would installing cold-air intakes, dual exhaust, aftermarket cams, pistons... Anything that modifies the engine and its controls would be illegal.

That reads to me that you can't change things like airpumps, catalytic converters, and the like. O2 sensor is a engine control not an emissions control. Now, making changes to the one behind the converter could be considered illegal under that wording.

By the look of the laws of Michigan, HHO's, EFIE's, and the like are not against the law, anyway I could not find anything from the posted website.
