how can this be modified to drop down to say around 2-3 volts instead of 9 volts?

Huck still hasn't learned enough about electronics yet... but it would SEEM..that one should be able to(most complicated way maybe) just put 3 of these in series to drop it down to 3 volts...*shrugs* I dunno

There are two ways to accomplish what you desire.

Make your own universal DC output device to provide all the voltages you need by means of Analog Voltage Regulator chips which are capable of outputting up to 1 Ampere each (with heatsinking)

or

purchase a ready-made DC to DC Universal Battery Eliminator which outputs those voltages. These are switch-mode units and therefore very efficient. Very little 'heat' is produced in operation even at full load.
