So if what this article is true. Then we can wait until the covalent bond lets loose on it's own and draw the electron away and not deal with the covalent bond, therefore saving energy. According to this it happens every m/s. Interesting thought.

The process of the hydrogen "hopping" from one H2O molecule to the next doesn't happen all the time, at least according to the first part of this article...

Well I guess this proves that you can find anything on the internet. My problem now, is that I do not have the skills, equipment, or knowledge needed to test or varify this....one way or the other.
BUT one way or the other, this seems directly related to the IONIZATION of the water, which is partially what we are doing with the electrolyte anyway... correct? IF not, I think we could contribute to this with the use of either permenant or pulsed electro magnets in conjunction with our normal electrolysis projects.
